Abstract

In the telecommunications sector, rapid technological disruption and escalating complexity continuously reshape risk exposure, making operational risk management a critical lever for organizational resilience. This study designs and models a Risk Management Information System (RMIS) tailored for Ooredoo Algeria, incorporating a multi-criteria risk assessment framework. Employing a qualitative methodology, this research integrates semi-structured interviews with risk management professionals, field observations, and institutional document analysis. The findings indicate that while Ooredoo Algeria possesses a well-established risk culture, the lack of a centralized, automated system compromises data reliability and impedes efficient decision-making. To bridge these gaps, the proposed RMIS model introduces a structured multi-criteria framework to prioritize operational risks and drive proactive mitigation strategies. However, successful implementation hinges on overcoming technical integration barriers and fostering robust cross-functional coordination. Ultimately, this study recommends a phased deployment of the RMIS to seamlessly align digital risk management infrastructure with the organization’s overarching strategic objectives
