This research investigates how the optimization of planning tools and methods can improve project schedule reliability in infrastructure project environments. Faced with systematic gaps between theoretical planning and field execution, a mixed-method approach was adopted, combining semi-structured interviews analyzed using NVivo, a questionnaire processed with SPSS, and a project management software simulation to evaluate the optimized model, based on a case study of a telecommunications infrastructure project. The results show that project delays are primarily caused by external administrative constraints and that the internal monitoring platform is descriptive rather than corrective. They also demonstrate that proactive planning, which integrates external constraints from the outset, can substantially reduce the active execution duration of projects. The study concludes that developing a customized planning application tailored to the specific organizational context is essential for improving project schedule reliability.
