dc.description.abstractThis paper aims at exploring how public organizations balance between exploration and exploitation, and thus gain ambidexterity. We use qualitative method based on participant observation, documentary review, semi structured interviews and thematic analysis. Enabling and inhibitors factors were found and theoretical model was represented in a synthesized figure. Further research should use multi case studies to gain more results. They also can test our proposed model
